Kay C. James is the current president of the Heritage Foundation, succeeding James DeMint after originally heading the search committee to find a new president. Before working for the Heritage Foundation, she was the director of the office of personnel management for George W. Bush, and worked for several other conservative organizations, including Focus on the Family. In 2001, she oversaw the process of merging multiple organizations into the Department of Homeland Security.
She has contributed various articles to the Heritage Foundation’s forum, including “100 Years After the 19th Amendment, Pro-Life Women Are Still Treated As Unequal,” “Why Conservatives Should Be Leading the Civil Rights Movement,” and “The Far-Left’s Strategy to Control Your Community.” She also wrote an article in conjunction with Representative Steve Scalise (R-LA) called “Green New Deal’s Centralized Government Approach Won’t Ensure a Cleaner Environment.” In this article, she criticized the Green New Deal for attempting to eliminate the “affordable, reliable, abundant energy…[that] has provided the economic opportunity to lift people out of poverty and improve their lives, health, and comfort.” She endorsed fracking, saying that it had created many economic opportunities, and she said that the “true path to a healthier environment and a stronger economy…is economic freedom and a growing economy.”
While working for the Heritage Foundation, James oversaw the White House’s budget and personnel management offices during the Trump transition. She has also endorsed a variety of Trump’s endeavors, including tax cuts, a crackdown on illegal immigration, and rescinding federal funding from programs such as the Children’s Health Insurance Program.
